Freetown is the world’s only kleptocracy: a society run by thieves. The stability and success of Freetown owes to the good nature of its citizen thieves and the practical power of the world’s largest black market. It’s a sanctuary for people on the run, a clearing house for stolen goods, and a cosmopolitan melting pot of customs and ideas. The people of Freetown know how to mind their own business and don’t ask questions.
The most peculiar thing about Freetown are the customs surrounding theft. The more trouble you take to guard your treasure, the more attention it will receive and the greater the prestige for the thief who steals it. If you lock your goods in a chest inside a locked room guarded by henchmen and spells they will almost certainly be stolen, but if you drop a gold coin on the street a passerby will go out of his way to return it to you. After all, as one citizen put it,
We thieves are mostly honest folk. Truly! Second most honest profession in the world, thieving. Not at all like your bankers, your tax collectors, your magistrates. Fah! If you’re going to rob a man blind do it honest, wid’ a knife to his throat.
